Premise:
A game where each player is both a terrorist and a homeland security official.
Components:
- Game Board of a map and public facilities/transports
- Event Cards
- Population represented by Meeple
Goals: The idea is that you are to stop a terror attack from your opponents upon your populations. But you are also a terrorist who is attempting to attack your opponents population.
Brainstormed Ideas:
- ) The more devastating the attack (i.e. the more victims) the more "terror" you instill.
- ) The more terror instilled, the more laws are made and harder it is to pull off an attack.
- ) You want to be the first player to pull off an attack, but you also want to make it as elaborate and powerful as possible. But you don't want to wait too long before your opponent pulls one off.
- ) As Security - Each thwarted attack/capture of a terrorist restores "Liberty" points.
- ) Terror Alert Level - A strip on the side of the board that adds restrictions and makes it more difficult to pull off terror attacks. Because each player is a terrorist and a cop, they have an incentive to be wary of using this, as it will also hinder their terror attacks. Color coded like the DHS setup: Green, Blue, Yellow, Orange, Red. A glass bead is used to mark the current alert level.
Compare and contrast the idea of Liberty/Rule of Law/Terror/Bankruptcy of a Nation. Perhaps different terror factions - maybe different nations for international terror. Wheeling and dealing with other players to help each other catch the opponents (i.e. if you have 3 players, you can work with another dude to catch the other guy's terrorist and vice-versa)
